Regular Billing
Your monthly natural gas bill will always include five lines: Operating Charge, Gas Rate, Transport Rate, Federal Fuel Charge, and GST.
The operating charge is a fixed fee set by the board and charged to every member. As of 2026, it was set to $40/month.
The Gas Rate is the value of the natural gas delivered to your property. This rate shifts month to month, and is set by our distributor. The rate you are charged is the same rate they charge us.
The Transportation Rate is a per GJ fee set by the board and charged to every member. As of 2026, it was set to 2.15/GJ.
The Federal Fuel Charge is a remnant of the Federal carbon tax, which we used to be required to collect. As of April 2025, the federal fuel charge has been set to 0$, but the program has yet to officially be abolished. As such, we are required to leave a line at 0$/GJ on our bill.
GST is charged at 5% on the total of the costs listed above.
If an amount remains owing from the previous month, 2% interest will be charged.
If your account is in arrears (see collections policy), and we are required to deliver a notice of imminent disconnection, a fee of 100$ + GST will be applied to your account. If we are required to disconnect your gas for nonpayment, an additional fee of 200$ + GST will be applied to your account.
Contract Pricing
When you purchase a contract for a new piece of land, the price of that contract is dependent on the location of the property. All prices are set by the board and reviewed each spring.
For rural properties, the price is 8,000 + GST, along with a 2$ membership fee, for a total contract price of $8,402.
For properties inside a subdivision, such as Mystic Meadows or Fawcett Lake, the price is 5,000+ GST, along with a 2$ membership fee, for a total contract price of $5,252.
For properties inside hamlets such as Jarvie or Fawcett, the price is $3,500 + GST, along with a 2$ membership fee, for a total contract price of $3,677.
This price includes all materials and labor required to bring a meter into your property. If additional work is required after the meter (such as hooking up a second building) there may be additional invoices charged to the customer.
Standard contracts are limited to a gas usage of 1 million BTU/hour. Contracts above this size require additional agreements and cost.
Pembina River Natural Gas is unable to serve customers outside our contract area. Pembina River Natural Gas has a right to refuse extending service to customers if extending gas to their property would be considerably more than the contract cost, or if additional services would impede our ability to provide natural gas to other members.
